1. Procedure for reviewing manuscripts
1.1. About reviewing manuscripts of scientific articles
1.1. All research papers received by the editorial board of the Journal of Modern Competition are subject to mandatory peer review.
1.1.2. During the primary editorial checking the managing editor determines if the article corresponds to the journal profile as well as it meets the requirements for articles, and submits it to the review by a specialist (Doctor or PhD), who has the closest specialization, thereof the author is informed within 2 weeks from the date of the article.The correct choice of the reviewer is defined by presence of three his publications (or more) at a theme of reviewed article
1.1.3. Should they detect any inconsistency between the article and the journal profile and / or gross violations of the rules of preparing the manuscript for a publication, published on the website of the journal www.moderncompetition.ru, on behalf of the chief editor or his deputy the author is sent a reasoned refusal in publishing the article.
1.1.4. Nobody has the right to oblige the editorial board to publish the rejected work (a manuscript, a letter, a message or other materials) unless otherwise stipulated by Federal Law “About Mass Media” (Article 42).
1.1.5. Terms of review in each case are determined in order to create conditions for the most rapid publication of the article by reference to the current workload of manuscripts in editor’s hand.
1.2. Requirements for an article review
2.1. The review can highlight the following issues:
a) correspondence between the content of the article and the theme stated in the title;
b) urgency of the problem, compliance of the proposed solution with modern scientific achievements, the degree of scientific and practical novelty;
c) extent of the author's personal contribution to the solution of the problem;
d) language, style, material, tables, charts, figures, formulas and listings intelligibility;
e) the importance of publishing the article taking into account previously issued publications;
f) the importance of publishing the article taking into account professional interests and competencies of the audience.
The reviewer can also mention specific positive aspects of the article as well as its disadvantages and indicate which corrections are to be made by the author.
1.2.2. The reviewer takes one of the following decisions:
a) recommends the article for publication in the journal - a positive review;
b) recommends an article for publication in the journal considering correction of the noted deficiencies – a positive review;
c) does not recommend the article for publication - a negative review.
1.2.3. Reviews are certified in the manner prescribed by the institution where the reviewer works.
1.2.4. Reviewingisconfidential. Requirement of confidentiality can be canceled in cases stipulated by Federal Law “About Mass Media” (Article 41), including responses to formal requests from the Higher Attestation Commission of the Ministry of Education and Science of the Russian Federation.
1.2.5. If the positive review contains recommendations for correction and revision of the article (case n. 1.2.2-b), the managing editor directs by e-mail the text of this review to the author with a proposal to take them into consideration when preparing a new version of the article or to refute them with reason (partially or completely). Modified articleis to be re-reviewed.
1.2.6. The article which is not recommended by a reviewer for publication (or which was rejected owing to the case n. 1.1.3) is not a subject to re-examination. The text of the negative review (or motivated refusal) is to be sent to the author by e-mail. The Journal of Modern Competition undertakes to send copies of reviews to the Ministry of Education and Science in case of the corresponding request. Motivated refusal author can be obtained without a review (in accordance with para. 1.1.3)
The positive review is not sufficient for publication of the article. The final decision on the publication is taken by the Editorial board of the journal after the article has been corrected by the author according to editor’s comments (if available – see "Procedure for interaction between the author and the journal editorial board").
1.2.7. After the Editorial board takes decision to submit the article for publication the managing editor informs the author about it and indicates the expected timeframe for publication based on the currentpossibilities of the editorial board (or publisher) without mentioning a specific issue of the journal. In addition to n. 2.5 the text of the positive review is sent to the author by e-mail upon request. Further work on the publication of the article is carried out in accordance with the established procedure for interaction between the author and the journal editorial board.
1.2.8. Original reviews are kept in the journal office within the next five years.
2.1. Submission of material
An author who wants to publish an article in the Journal of Modern Competition should provide the editorial staff via e-mail with the following:

2.2. Conditions of article publishing
Research and practice materials are published free of charge in rotation taking into account the current workload of manuscripts in editor’s hand and the thematic layout of rubricator.
2.3. Primary editorial control
At this stage the author’s material is primarily tested and the decision on the importance of the internal article review is taken. In case of inappropriate peer-review the author is sent a reasoned refusal by e-mail (see "Procedure for reviewing articles").
2.4. Internal peer review
Internal peer review of submitted materials passed through the primary editorial control is done in accordance with the Procedure for reviewing articles. Depending on the result of reviewing the article can be:
If the positive review contains recommendations for modifying the article the author needs to bring it into compliance with the reviewer’s requirements. The modified paper is sent by the author to be re-reviewed.
2.5. Admission of material for publication
If the article is recommended by the Editorial board for publication the author is sent by e-mail a notification about the insertion of the material in the manuscripts in editor’s hand and the approximate terms of publication.
At this stage the author should bring the article into full conformity with the editorial rules (if there are any comments), send his/her filled in registration card and the illustrative material in the required format.
After the decision about the insertion of the article in a specific journal issue has been taken, the author is sent a notification.
Changes in the material at this stage are allowed only by agreement with the editors.
2.6. Preparation of material for publication
2.6.1. Finalization and approval of editorial correction and responses on editorial comments
In the process of preparing material for publication two stages of editing are carried out:
At each stage the author is sent by e-mail a file which contains the article, editorial changes and the editor’s comments. When you reply to comments you should follow these rules:
At this stage making changes of the material by the author in addition to responses on the editor’s comments is allowed only in exceptional cases by agreement with the editors and in minimum volumes.
In the terms determined by the editorial staff the author should reply to comments. In case of non-compliance with deadlines the article can be excluded from the issue.
2.6.2. Finalization and approval of the layout of publication
After making into page and editorial proofreading the layout of the article is accomplished the author is sent by e-mail a draft of the layout of the publication. In the terms determined by the editorial staff the author should check (proofread) the layout and e-mail his/her comments.
At this stage the author can only leave proofreader’s marks.
When there is no response from the author within the terms determined by the editorial staff the layout is considered to be accepted for publication.
2.7. Electronic copy of publication and author's copies
After signing the issue the author is sent a final electronic copy (layout) of the publication with its cover, content, and publisher’s imprint.
